The international community agreed to observe in 2010 the status of Biodiversity. France stands out very negatively by inefficient management of populations of large predators, including brown bears. Instead of implementing the necessary measures for the protection, restoration and conservation of the population of brown bears surviving in the Pyrenees (measures recommended by experts recognized for their expertise), she has abandoned plans to reintroduce and stays in stagnation. She has left the species in decline in not leading a courageous policy and allowing the violence imposed by the various oppositions. Bears have been killed by hunters, others have found a tragic death under suspicious circumstances, almost with indifference administrative institutions.

A nation like France, which often stands as a model and give lessons to other countries must respect its commitments to the European and international community. She must not yield to the temptation of a biodiversity chosen for its convenience and ease. It must require compliance with EU directives and not be swayed by the interests of agri-economic policy that satisfies no one, luring farmers and pastoralists actors themselves. The coexistence between brown bears and pastoralism is possible in France, as she has never ceased to be in countries that have managed to preserve the natural balance between aboriginal and Wildlife, Livestock and Rural Affairs.


 
The brown bear is a biological heritage which all citizens of the world are responsible of. These citizens, individually or grouped into associations and NGOs, have a particular focus on the attitude that France will adopt now for her major predators, and especially towards the bear. France must meet the expectations of European development, environment and sustainable biodiversity. She will be rewarded by an economic return therefore, as a green tourism, including residents of "areas with bears" who will be the primary beneficiaries.

It must provide education for future generations so that they understand the fundamental need to maintain a real wildlife in a protected environment. This education must include educational programs to dispatch scientific knowledge of the species concerned. It must also, as almost all European countries, prohibit the practices of another time and exhibitions of animals solely for amusement of the crowd, so that the bear found its true dimension as a wild animal and no longer suffer from a distorted or degraded sight. France must immediately take actions for reintroduction and protection, only able to restore a sustainable population, and preserve them. In a very few years it will be too late and species Ursus arctos shut down permanently in France, never to return. No conference, no communication on a green approach will be credible without a real commitment and concrete action results found.

The Association NOA France Conservation carries the hopes that we put into it, and we give her a mandate to contribute to a concerted and effective action, to meet the expectations that citizens of Europe and the World have in France.
